Do dwarf hamsters become untamed easily?

I'm thinking about getting a hamster and there is a dwarf hamster available at my local animal shelter. I read online that dwarf hamsters become untame if they aren't handled well. The hamster is at the shelter because the kids from it's previous family didn't pay any attention to it anymore, so do you think it is now untame and unfriendly? Thanks!
