Can a judge force my son's father to sign consent order for pport?.?

My husband is in the military. We are leaving for germany in a few months. My son's father refuses to sign consent order for pport. Can a judge force him to sign it. We have joint legal custody but im designated his primary custodian. Please somebody help me!!!!!!!!!!!!!!!!!!!!!!!!!!
