Can anyone help me put a name to this film?

I've been trying to put a name to this film for ages, but i can only remember a few details of the film which is why i've found it so hard! All I can remember is that is was a sort of action/adventure film from late 80's early 90's that flopped, also the bad guy had a tower in the middle of some city and the building was cloaked from normal peoples vision (possibly by some bad monks/people in robes) and was revealed towards the end with some special effects. The bad guy looked like some mongol warlord type to had some sort power like hypnosis over people. in the end fight the bad guy was not killed but was stabbed in the right side of his brain and could not use his power on the people of the asylum he ended up in. I think the title was possibly a single word (like 'magician'). I know it's not much to go on, but any help would give my brain a rest!!
